Since 2019, Delegate Morgan has served on this statutory committee which is a joint committee comprised of both State Delegates and Senators. It focuses on relations between the State and federal government and certain state-local issues.  He continues to focus on defending state sovereignty by scrutinizing federal mandates and ensuring that federal funding doesn't come with strings that interfere with local Maryland interests.
