Standing Legislative Committees in Annapolis
The Committee was officially renamed to the Health Committee at the start of the 2026 session. Since 2015, Delegate Morgan has served on the Health and Government Operations committee which is responsible for legislation relating to emergency medical services, health care, health facilities, equipment, and products, health insurance, health occupations and professions, public health, including Medicaid, and long-term care. He continues his focus on health-related policy here, particularly as it pertains to medical freedom and regulatory oversight. He continues to focus on protecting medical freedom and patient autonomy, similar to his previous successful leadership in ending certain vaccine mandates and passing "Right to Try" legislation. This landmark law ensures that Marylanders facing terminal diagnoses have the right to access experimental treatments without government interference, putting life-saving decisions back in the hands of patients and their doctors.
Locally, Delegate Morgan was proud to support the opening of the new Veteran Outpatient Center (CBOC) in Charlotte Hall, providing vital healthcare access to those who served right in our community, without having to travel for care.
This subcommittee focuses on health insurance regulations, coverage mandates, and the Maryland Health Benefit Exchange. Delegate Morgan is a leading voice for insurance affordability, consistently opposing new state mandates that act as hidden taxes on Maryland families and small businesses. He has been a strong supporter of the State Reinsurance Program, which successfully stabilized the individual market and lowered premiums for self-employed residents by over 30%.
Additionally, Delegate Morgan has successfully co-sponsored legislation for permanent telehealth access, ensuring that insurance companies provide full coverage for virtual care—a vital service for rural communities in Southern Maryland where travel to specialists can be a significant barrier to care.
This subcommittee reviews legislation specifically related to prescription drugs, the Prescription Drug Affordability Board, pharmacy benefit managers (PBMs), and the distribution of pharmaceutical products. Delegate Morgan has served on the pharmaceuticals subcommittee since 2020. He continues to prioritize market-based solutions and pharmacy choice by advocating for transparency in drug pricing. He successfully championed legislation to reign in Pharmacy Benefit Managers (PBMs), leveling the playing field so that local, family-owned pharmacies can stay in business. By advocating for transparency in drug pricing, he is working to ensure that Marylanders have more choices at the pharmacy counter and lower costs for essential medications.
This subcommittee handles bills regarding nursing homes, assisted living facilities, and home-based services for seniors. Delegate Morgan has served on this standing committee since 2020. He continues to emphasize regulatory efficiency and facility accountability to ensure high-quality care for seniors while avoiding overly burdensome state red tape that could lead to facility closures.
Locally, Delegate Morgan has been a relentless advocate for the Charlotte Hall Veterans Home, fighting to ensure the facility meets the highest standards of care and accountability for our heroes and helping to bring necessary funding to the facility.
