I’m Matt Morgan—a public servant, husband, father, and someone who’s dedicated my life to fighting for the values that make Maryland strong. Representing Northern St. Mary’s County, District 29A, as your Delegate and serving as Chairman of the Maryland Freedom Caucus means I’m constantly on the front lines, standing up for your freedoms and challenging the political status quo in Annapolis. For me, it all boils down to one simple principle: government should work for you, not against you.
I was born just outside of La Plata, Maryland, and have lived in Southern Maryland my entire life. Much of my childhood was spent working with my Dad on our family-owned tobacco farm. Before stepping into public office, I spent years in the private sector, rolling up my sleeves and building a career managing successful businesses.
Those experiences opened my eyes to just how harmful burdensome regulations and endless red tape can be, especially for small businesses. I saw firsthand how the deck is stacked in favor of political favorites while hardworking entrepreneurs are left to struggle. That’s the reality I refused to accept—so I decided to do something about it. With the support of my wife, Kathy, and our two children, Tyler and Sarah, I’ve worked to bring change. My background as an IT professional and Realtor shaped me into someone who thrives under pressure and doesn’t back down when the stakes are high.
But my leadership wasn’t just forged in the workplace; it was also born on the racetrack. Racing taught me that hesitation kills, and excuses don’t win championships. Pushing limits, making quick decisions, and staying focused in the face of challenges—these are the lessons I bring to the political arena. I’m not here to play it safe. I’m here to solve problems and deliver results.
Please take a look at what we’ve accomplished together. When our roads and bridges were falling apart, I didn’t just complain—I took action. With your support, I championed major highway projects that made daily life better for our community, fixing infrastructure that connects us to work, school, and home. When I saw government and insurance companies standing between patients and life-saving treatments, I wrote and passed the Right to Try 2.0 legislation. This law empowers you and your doctor to make healthcare decisions without unnecessary government interference.
I’ve also fought to protect our local businesses from being crushed by corporate giants. Prescription costs continue to rise, and large pharmacy monopolies are driving smaller pharmacies out of business. That’s why I passed legislation to level the playing field, ensuring local pharmacies can thrive and you, the consumer, have a choice. And when it came to property taxes, I didn’t stand by while the government delayed appeal decisions, forcing you to pay higher assessments. I passed a law to stop those delays, ensuring you get a fair and timely resolution.
The political establishment wants you to believe that nothing gets done without their blessing. They thrive on division and gridlock, constantly pushing for policies that benefit their own self-interest. But I know that good ideas can come from anywhere. While staying true to my conservative principles, I co-sponsored 135 Democrat-led bills this past term that are now law. Why? Because when an idea benefits our community, it doesn’t matter who proposes it. I believe in solutions and standing up for what is right, because that’s how we can fix Maryland for generations to come.

On January 14, 2025, I and six other conservative legislators proudly helped launch the Maryland Freedom Caucus and was elected its first chairman. This marks the beginning of a new chapter in Maryland's political landscape. Our mission is clear and unwavering—to make Maryland a safer, freer, and more prosperous state. Strong conservative leadership has been absent in Maryland for too long, and our caucus is here to change that.

Standing Legislative Committees in Annapolis
The Committee was officially renamed to the Health Committee at the start of the 2026 session. Since 2015, Delegate Morgan has served on the Health and Government Operations committee which is responsible for legislation relating to emergency medical services, health care, health facilities, equipment, and products, health insurance, health occupations and professions, public health, including Medicaid, and long-term care. He continues his focus on health-related policy here, particularly as it pertains to medical freedom and regulatory oversight. He continues to focus on protecting medical freedom and patient autonomy, similar to his previous successful leadership in ending certain vaccine mandates and passing "Right to Try" legislation. This landmark law ensures that Marylanders facing terminal diagnoses have the right to access experimental treatments without government interference, putting life-saving decisions back in the hands of patients and their doctors.
Locally, Delegate Morgan was proud to support the opening of the new Veteran Outpatient Center (CBOC) in Charlotte Hall, providing vital healthcare access to those who served right in our community, without having to travel for care.
This subcommittee focuses on health insurance regulations, coverage mandates, and the Maryland Health Benefit Exchange. Delegate Morgan is a leading voice for insurance affordability, consistently opposing new state mandates that act as hidden taxes on Maryland families and small businesses. He has been a strong supporter of the State Reinsurance Program, which successfully stabilized the individual market and lowered premiums for self-employed residents by over 30%.
Additionally, Delegate Morgan has successfully co-sponsored legislation for permanent telehealth access, ensuring that insurance companies provide full coverage for virtual care—a vital service for rural communities in Southern Maryland where travel to specialists can be a significant barrier to care.
This subcommittee reviews legislation specifically related to prescription drugs, the Prescription Drug Affordability Board, pharmacy benefit managers (PBMs), and the distribution of pharmaceutical products. Delegate Morgan has served on the pharmaceuticals subcommittee since 2020. He continues to prioritize market-based solutions and pharmacy choice by advocating for transparency in drug pricing. He successfully championed legislation to reign in Pharmacy Benefit Managers (PBMs), leveling the playing field so that local, family-owned pharmacies can stay in business. By advocating for transparency in drug pricing, he is working to ensure that Marylanders have more choices at the pharmacy counter and lower costs for essential medications.
This subcommittee handles bills regarding nursing homes, assisted living facilities, and home-based services for seniors. Delegate Morgan has served on this standing committee since 2020. He continues to emphasize regulatory efficiency and facility accountability to ensure high-quality care for seniors while avoiding overly burdensome state red tape that could lead to facility closures.
Locally, Delegate Morgan has been a relentless advocate for the Charlotte Hall Veterans Home, fighting to ensure the facility meets the highest standards of care and accountability for our heroes and helping to bring necessary funding to the facility.
