Delegate Morgan, along with 6 other conservatives, founded the Maryland Freedom Caucus in January of 2025.  Morgan serves as the Chairman of the caucus. Under Morgan’s leadership, the caucus advocates for fiscal responsibility, limited government, and the protection of individual liberties within the Maryland General Assembly.
