Today, I helped author a letter to Governor Moore, signed by myself and 13 other Delegates, urging him to provide additional guidance to local elected officials and law enforcement regarding illegal immigrants with active ICE detainers. We requested that local detention centers notify ICE and provide at least four hours advance notice before releasing a detainee. This small change can significantly enhance the safety of our neighborhoods.

Eight State Delegates Call Upon Maryland Supreme Court Chief Justice to Impose Springing Order on ICE Detainers
Annapolis, MD - June 24, 2024 - In a letter sent Friday, June 21st, the Delegates addressed Chief Justice Fader about the rampant crime at the hands of convicted, dangerous, violent illegal aliens with known ICE detainers in the state of Maryland. The Delegates requested that judges be strongly encouraged to impose a springing order or take similar action to ensure that these dangerous criminals are not released into Maryland communities but are instead processed and deported by ICE.
The tragic and unnecessary death of Rachel Morin in Harford County has profoundly impacted Marylanders and the entire nation. This mother of five was brutally raped and murdered by an illegal alien from El Salvador, a violent criminal with a prior murder conviction who should have never been in the country in the first place. Unfortunately, this horrific crime is not an isolated incident.
Shockingly, certain members of the judiciary have released criminal illegal immigrants with significantly reduced sentences. For example, two convicted sex offenders and pedophiles were recently granted shortened sentences:
- Raul Caleron-Interiano, convicted of sex offenses and assault, was originally sentenced to six years in prison, but a Baltimore County judge suspended the entire prison term.
- Luis Portillo-Henriquez, a repeat criminal offender, including a conviction of sexual abuse of a minor, was initially given a 25-year prison term, but the court suspended all but 18 months of his sentence.
Delegate Kathy Szeliga said, “It is inconceivable to us that responsible judges would grant such reduced sentences to convicted sex offenders and pedophiles, leading to their release back into the same communities where they committed these crimes.”
Delegate Matt Morgan said, “Sex offenders, especially pedophiles, have a very high rate of reoffending and abusing other children. Maryland's sanctuary policies are prohibiting counties from detaining inmates and transferring them to ICE - which comes at the expense of the victims.”
Delegate Ryan Nawrocki said, “ICE officers are looking for the worst of the worst: the drug dealers, murderers, gang members, sex offenders, and pedophiles who should not be roaming our streets, free to commit crimes. The safety of our communities is paramount and should not be compromised.”
The delegates expect that judicial decisions be made with the understanding that dangerous criminals with ICE detainers would be held until they could be picked up by ICE and deported.
